Denver City & County Employees

Teamsters Local 455 organizes workers throughout our jurisdiction to build worker power and improve working conditions, wages and benefits in our region. In 2024, Local 455 supported and pushed through legislation, dubbed "2U," that allows City and County of Denver employees to unionize their workplaces. More than 64 percent of voters approved the measure. We're actively organizing Denver County Auditors, Clerk and Recorder employees, as well as some Denver International Airport employees.

 

What the 2024 Law Provides City and County of Denver Employees

Previously prohibited from true union representation, the 2024 legislation approved by voters explicitly allows City and County of Denver Workers the right to:

  • Collective Bargaining -- to reach a legally enforceable agreement that includes, among other things, a grievance procedure, arbitration, and mediation and spells out wages, benefits, and working conditions
  • The Right to Strike

These rights are fundamental to the trade union movement and give workers not only a voice in their own workplaces, but also the tools to work under and enforce a collective bargaining agreement.

Timeline

2026: Denver City and County Career Service employees may choose to form their unions with a showing of at least 33 percent support, per the ordinance; workers must reach majority support (50 percent plus one) to get to an election or card check recognition; bargaining between the city and their chosen union representatives begins.

2027: Ratified contracts go into effect.
